Often, the landlord tenant relationship in San Francisco is unfortunately an adversarial relationship due to San Francisco’s rent control laws. Most landlords with tenants in place who are paying below market rents really don’t care if those tenants stay, so they don’t have a lot of incentive to treat them well. Tenants who are protected by the rent control ordinance have no incentive to be civil with their landlords, or even with the other tenants living in the building.

As long as tenants pay rent on time, there are really no consequences for bad behavior. So, it is understandable that it’s not always a wonderful relationship.

Obviously, when a tenant who is paying market rent for a high end apartment has an oven break, that tenant will get a different oven than the tenant who is paying below market rent and has lived in an apartment for 20 or 30 years.
