Often, the landlord tenant relationship in San Francisco is unfortunately an adversarial relationship due to San Francisco’s rent control laws. Most landlords with tenants in place who are paying below market rents really don’t care if those tenants stay, so they don’t have a lot of incentive to treat them well. Obviously, when a tenant who is paying market rent for a high end apartment has an oven break, that tenant will get a different oven than the tenant who is paying below market rent and has lived in an apartment for 20 or 30 years.
