Rent control doesn’t mean you can’t increase your rent at all. 

The San Francisco Rent Board sets the amount that you can raise your rents every year, and it doesn’t go any higher than seven percent per year.

 You can petition to raise it more if you can document that there are increased operating expenses which make the increase necessary. You might also own a property that’s exempt from this law – however it would also have to be exempt from the statewide rent control law as well.
